Frequently Asked Questions on Virginia Boat Appraisers

What evidence best supports a boat's market value?

Comparable sales, almost without exception. Marine valuation practice holds that an open-market value opinion able to withstand challenge is grounded primarily in documented sales of similar production boats, not in build cost, sentimental value, or asking prices. We anchor every Virginia boat appraisal in that transaction evidence.

Which condition factors move a vessel's appraised value most?

Engine hours, equipment, and documented condition relative to truly comparable boats of the same make, model, and year. Sold-boat databases, broker records, and auction results provide the baseline, and adjustments for repowers, electronics, and deferred maintenance determine where your boat falls within that range.

Are boats taxed as personal property in Virginia?

Yes, Virginia localities fix the taxable value of tangible personal property, including watercraft, as of January 1 each year. Assessors valuing boats apply the cost, sales comparison, and income approaches rather than a fixed percentage of purchase price, so a documented appraisal can support an appeal when an assessment overshoots the real market.

Which Virginia locality gets to tax my boat?

The county, city, or town where the boat is normally garaged, docked, or parked, under Virginia Code § 58.1-3511, not necessarily where you live. Only when no regular location can be determined does the situs default to the owner's domicile. A boat kept at a marina in another locality is therefore taxed by that locality, at its rate and under its assessment practice.

Does Virginia's car tax relief extend to boats?

No. The Personal Property Tax Relief Act provides state-funded relief only for qualifying motor vehicles used for non-business purposes, and watercraft fall outside it, a point owners often discover at billing time. Localities may still adopt separate classifications and rates for boats, so the effective burden varies by locality, but there is no PPTRA offset.
