No, Wyoming imposes no state estate or inheritance tax, so only the federal estate tax can apply, and only above the federal exclusion. Art in a Wyoming estate still needs date-of-death fair market values for federal filings, the estate's records, and the heirs' cost basis going forward.
Yes. Wyo. Stat. § 2-7-404 gives the personal representative 120 days after the inventory is timely filed to file a sworn report of appraisal covering estate assets, which includes artwork that has no readily determinable market value. Artwork discovered after that inventory must be appraised separately and the appraisement filed within one month of discovery under § 2-7-410.

Art held by a gallery or used in a business is taxable business personal property that must be self-reported to the county assessor and valued at fair market value as of January 1, while a purely personal collection at home stays off the business rolls. For business-held pieces, the assessor's schedule-driven number and a documented market appraisal can differ substantially, and only the latter serves a sale, loan, or estate.
