Matching make, model, year, condition, equipment, and engine hours, documented through recent transactions from broker records, auction results, and sold-boat databases. A same-model hull with half the engine hours and newer electronics is not an equal comparable, and the appraisal has to adjust for those differences explicitly.
West Virginia is an equitable distribution state, and courts value personal property based on the circumstances existing when the property is being divided rather than a fixed statutory date. A current appraisal reflecting the boat's present condition and market therefore carries more weight than the purchase price or an old insurance figure.
Taxable personal property in West Virginia is assessed at 60% of market value, based on the owner's annual return of property held as of July 1, filed by October 1.
