Yes, Washington levies a state estate tax on the taxable estate above its exemption amount, and the tax base includes the fair market value of the decedent's personal property, artwork included, as of the date of death. Filings run through the Department of Revenue, so estate art appraisals follow estate tax rules rather than probate inventory forms.
Not when it is a personal collection in your home; household goods and personal effects are exempt unless used in a business. Gallery inventory and corporate art are different: business-use artwork must be listed with the county assessor by April 30 and is valued at 100% of true and fair value, with finished goods held for sale valued at their trade level rather than at consumer retail prices.
