No, accounting book value and appraised market value are distinct figures that frequently diverge. Depreciation schedules follow tax and reporting conventions, not the used-equipment market, so fully depreciated machinery in good working order often carries substantial real value. We conclude value from market evidence, not the carrying amount on your books.
It is the annual filing on which Utah businesses report taxable machinery, equipment, furniture, and other tangible personal property to the county assessor, with cost detail feeding the state valuation schedules. Utah Tax Commission guidance allows an exemption when the total aggregate fair market value in a county is $30,100 or less for tax year 2026, claimed through the same statement.
The schedule multiplies acquisition cost by a percent-good factor for the asset class and year, which serves tax administration but ignores actual market conditions. An appraisal instead uses dealer listings and auction results from platforms like MachineryTrader and IronPlanet, so it can support a sale, loan, or dispute where the schedule value would mislead.
Utah Code Section 75-3-706 lets the personal representative employ a qualified and disinterested appraiser for any asset whose value is reasonably in doubt, and expressly allows different appraisers for different asset types. Each appraiser's name and address must be disclosed in the estate inventory alongside the values, so the choice of machinery appraiser becomes part of the court record.
The change applies retroactively. Under Rule R884-24P-42, any value change resulting from a personal property audit must be entered on the assessment and tax roll, and the taxpayer is billed for every affected year. Underreported machinery can therefore generate several years of back taxes at once, which makes accurate acquisition records and defensible values worth maintaining.
