No, Utah's appraiser licensing statutes cover only real estate. There is no state licensing regime for personal property appraisers, so Utah courts and agencies look to USPAP Standards 7 and 8 and recognized professional designations when weighing an art appraisal. That makes the rigor of the report itself, not a state license, the test of credibility.
Charitable deductions of artwork over $5,000 require a qualified appraisal and IRS Form 8283. Donations of art valued at $50,000 or more are routinely reviewed by the IRS Art Advisory Panel, so the appraisal must disclose its methodology and the specific comparable sales relied upon.
