Commercial and industrial tangible personal property is assessed at 30 percent of its appraised value, and that appraised value is presumed to equal acquisition cost less straight-line depreciation under the Comptroller's Tangible Personal Property Handbook. Because the assessment is ratio-driven, equipment values flow proportionally into the ad valorem tax bill.
The assessor can impose a forced assessment, estimating the quantity and value of equipment from comparable businesses of similar size and type. That administrative estimate replaces the taxpayer's own reporting, which is why keeping accurate asset listings, acquisition costs, and dates is the cheaper path.
No. Tax schedules and accounting records apply standardized depreciation, while an appraisal weighs actual market evidence along with physical condition, functional obsolescence, and economic obsolescence. For a Tennessee sale, loan, insurance claim, or dispute, the market-supported figure can differ substantially from the depreciated cost a schedule produces.
Current use, depreciated value, obsolescence, and other recognized evidence of value, under Tenn. Code Ann. 67-5-602(c), all within the state's willing-buyer, willing-seller standard. Those statutory words are the hook for arguing a machine's actual market value when the standard schedule overstates it, and they are exactly what a market-supported appraisal documents.
Because it is centrally assessed: the Comptroller appraises public utility tangible personal property, the Board of Equalization then equalizes it against other business property, and it is assessed at 55 percent of value instead of the 30 percent applied to ordinary business equipment.
