From realized sales in auction databases and archives such as Sotheby's, Christie's, Invaluable, and MutualArt, plus documented dealer and gallery transactions. For a Tennessee estate or donation we select comparables by artist attribution, medium, size, condition, and sale date, and the report explains each adjustment rather than just stating a number.
Form 8283 is required once claimed noncash deductions exceed $500, a qualified appraisal is required for most art donations valued over $5,000, and single items or groups of similar items over $20,000 call for an appraisal summary attached to the return. We prepare reports to the substantiation rules in IRS Publication 561.
Because they answer different questions. Retail replacement value, used for insurance scheduling, assumes replacing the work through an appropriate retail market within a reasonable time, and it typically runs higher than fair market value, which reflects what a willing buyer would pay. Using the insurance figure for a Tennessee estate or donation filing overstates value and creates compliance risk.
The intended use and users, the value definition, the effective date, the relevant market level, the research sources, and the reasoning behind comparable selection and adjustments. A dollar figure without that support is a price opinion, not an appraisal, and courts, insurers, and the IRS treat it that way when a Tennessee collection is on the line.
