No. Rhode Island's mandatory appraiser licensing under R.I. Gen. Laws Chapter 5-20.7 applies only to real estate appraisers. There is no state license for valuing furniture, jewelry, collectibles, or other personal property, so the meaningful markers are professional society membership, USPAP training, and relevant specialty experience.
The executor or administrator ordinarily does, under R.I. Gen. Laws Section 33-9-4, and the inventory with appraisement is due within 90 days of appointment at date-of-death fair market value. Any interested party may petition the probate court to appoint one or more sworn appraisers instead, which is common when heirlooms, collections, or contested items make self-valuation risky.
