Laws Section 44-5-15, any proprietorship, partnership, corporation, or self-employed contractor in possession of tangible personal property on December 31 must file a signed annual return with the local assessor, listing and valuing equipment, machinery, and furniture. Not receiving the form does not excuse the filing, and an independent appraisal can document values when records are thin.
We work from auction records on platforms such as MachineryTrader, IronPlanet, and BidSpotter, plus dealer listings and manufacturer pricing, then adjust for age, hours, configuration, and the cost of getting equipment to or from a Rhode Island facility. Observed prices are reconciled to the value premise the assignment calls for, such as fair market value in continued use.
