Because fair market value in continued use, orderly liquidation value, and forced liquidation value can differ dramatically for the same machinery. Lenders often want liquidation premises while a sale or buyout needs fair market value, so the report must name the premise or the number can be misused.
Renditions on Form OTC 901 are filed after January 1 and no later than March 15, with a 10% penalty after that date and 20% after April 15. Equipment is assessed at fair cash value as of January 1, and a documented appraisal gives Oklahoma owners support when the assessed figure looks wrong.
Within two months of the personal representative's appointment under 58 O.S. Section 281, unless the court extends the deadline. The representative may state their own opinion of value, but any heir, devisee, creditor with a filed claim, or other interested person can demand court-ordered appraisers, and machinery is exactly the kind of asset where that demand gets made.
It depends on the county's assessment ratio. In Oklahoma County, personal property is assessed at 13.75 percent of fair cash value, higher than the 11 percent applied to real property there, and the ratio is applied to the January 1 fair cash value from the annual rendition. The ratio explains why two similarly valued assets can generate different tax bills.
