No. Accounting book value and tax basis are conventions, not market evidence, and older tools frequently retain substantial resale value after full depreciation. The reverse also happens: relatively new equipment can be impaired by technological obsolescence. An appraisal starts from market comparables or replacement cost, never the depreciation schedule.
Ohio Admin. Code 5703-3-10 requires tangible personal property to be appraised as part of an ongoing business unless the taxpayer shows a piecemeal disposal basis is more accurate, with true value defined by an arm's-length sale. We state the premise of value explicitly in every Ohio tool and equipment report so the conclusion matches its intended use.
