Through auction and dealer records rather than consumer price books: databases and archives from Sotheby's, Christie's, Invaluable, and MutualArt, supplemented by direct inquiry with market vendors when published data is thin. Comparables are then adjusted for condition, restoration, size, and period significance, with each adjustment explained.
Not by the state. Michigan has no estate tax and no inheritance tax, so inherited antique artwork faces only federal estate tax, and only in estates above the federal exclusion. A date-of-death appraisal still matters for basis documentation and fair division among heirs.
Generally within 91 days of the personal representative's appointment, on the Inventory form PC 577, which lists and values the estate's personal and real property. An appraisal of significant artwork gives the representative defensible values to report on that filing.
Because condition and originality can move antique art values dramatically, and a credible report must explain its adjustments rather than just state a number. High-resolution photos, restoration history, and notes on damage let another professional follow the reasoning, which is what makes the conclusion defensible.
