Through annual self-reporting: parish assessors mail a Personal Property Report Form by February 15, and owners must return it by April 1 or 45 days after receipt, whichever is later. Assessors then value equipment from indexed acquisition cost using composite multipliers to reach reproduction cost new less physical depreciation under La. Admin. Code title 61.
The assessor can issue a forced assessment based on a field inspection or the average values of similar businesses, which routinely overstates what the equipment is actually worth. An independent appraisal gives you documented evidence to challenge an inflated assessment.
Because fair market value, orderly liquidation value, and forced liquidation value assume different marketing periods and sale conditions, and the gap between them can be dramatic. Lenders often want a liquidation premise for collateral while tax and transaction work uses fair market value, so our reports state the premise explicitly.
