Art donations claimed at $50,000 or more are routinely reviewed by the IRS Art Advisory Panel, and any noncash art contribution over $5,000 already requires a qualified appraisal with Form 8283 Section B attached to the return. Kentucky donors gifting significant works should expect that level of scrutiny and document values accordingly.

Insurance appraisals carry retail replacement value, the cost to replace a work through an appropriate market within a reasonable time, while estate and tax work requires fair market value, which is typically lower.
